Government departments are the issuing authorities, and the power to issue is itself controlled on-chain: a Central Directorate of directors appoints department heads, each department's heads onboard their own staff by quorum, and every change needs a majority of current signers. No single official can confer or strip it - which is the part a private database cannot manufacture.
